About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 has issued a Special Notice announcing its intent to sole source a contract for a single-walled audiometric sound testing booth and installation at the Maui Community Based Outpatient Clinic (CBOC). This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses and utilizes sole source authority under 41 USC 3304(a)(5) and 38 U.S.C. 8127(c), allowing non-competitive procedures up to $5,000,000. The notice was posted on July 7, 2025, with a response deadline of July 9, 2025. The specific requirement includes one IAC Acoustics Model 40A-2 Single Walled Booth along with rough-in services, installation/relocation charges, and special handling and crating. The contract falls under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing and PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies.

The purpose of this Special Notice is to provide an opportunity for other capable sources to demonstrate their ability to perform the requirement before the government proceeds with the sole source acquisition. Interested contractors must submit responses to David Alvarez at david.alvarez4@va.gov by July 9, 2025, at 10:00 AM Pacific Time, including detailed documentation supporting their capabilities. Non-Original Equipment Manufacturers must provide an authorized distributor letter signed by the OEM, and small businesses that are not OEMs must indicate compliance with limitations on subcontracting and the nonmanufacturer rule. The government will consider all responses solely to determine whether to conduct a competitive procurement instead of the planned sole source contract. If no responses are received, the Veterans Affairs will proceed with the sole source acquisition, and the government will not pay for any information submitted during this process.
