Technical requirements include electron ionization and chemical ionization capabilities, mass range of 1.2 to 1,100 atomic mass units, quadrupole scanning at 16,000 units per second minimum, acquisition rates exceeding 200 scans per second in selected ion monitoring and 60 scans per second in full-scan modes, and a detector with minimum linear range of 0 to 100 microamps. The instrument must feature an integrated three-axis autosampler supporting liquid injection, headspace, and SPME processing, compatible with 4,608-well plates, 840-place vials, 648-place 2 milliliter vials, and 240-place 10–20 milliliter vials, and include an automated SPME arrow expansion kit and headspace tool with 2.5 milliliter syringe and 65 millimeter needle.
Award will be made on a Lowest Price Technically Acceptable basis, evaluating price for reasonableness, technical acceptability per specifications, and past performance. Quoters must submit a firm fixed-price quotation valid for at least 30 days, SF-1449 form with blocks 17a, 30a, 30b, and 30c completed and all line items priced, place of manufacture for all items, SAM.gov Unique Entity ID, and a capability statement with technical documentation demonstrating compliance with all specifications. Description -
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q1230-B is issued as a Request for Quotation (RFQ) for Gas Chromatograph Mass Spectrometer.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 334516 The small business size standard is 1,000 This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
See “Attachment 1 – SF-1449” for applicable clauses, instructions, and evaluation criteria.
In order to be considered for award QUOTERS SHALL SUBMIT ALL OF THE FOLLOWING:
- Submit Firm Fixed Price quotation (quote on company letterhead) detailing the supply and valid for at least 30 days after receipt of quote. All Supplies MUST have the Place of Manufacture listed for all items in their quote.
- Submit attached SF-1449 with blocks 17a (company name and address), 30a, 30b, 30c, and individual Contract Line Items priced in full.
- Submit Sam.gov Unique Entity ID (UEI) with quotation.
- Submit Capability Statement and technical documentation showing technical capability to meet or exceed ALL Performance Elements in the Specifications.
REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further consideration.
