About this opportunity
NASA/NSSC has issued a Special Notice for a Single Integrated Operational Picture (SIOP) System Surveillance contract targeting small businesses. The opportunity is specifically associated with NASA Langley Research Center and focuses on improving the SIOP system to meet ASTM F3623-23 "Standard Specification for Surveillance Supplemental Data Service Provider" standards. The contract is part of the Uncrewed Aerial Systems (UAS) Traffic Management Beyond Visual Line of Sight (UTM BVLOS) Sub-project, with the ultimate goal of obtaining FAA approval for BVLOS operations through the Near-Term Approval Process (NTAP). Currently, NASA intends to award the contract directly to ANRA TECHNOLOGIES, INC. under FAR 13.106-1(b)(1)(i), having determined the company as the sole provider of this specific system surveillance capability. The procurement will be managed by NASA/NSSC and will utilize commercial item acquisition procedures.
The primary objective of this opportunity is to evaluate, update, and enhance the SIOP system to meet specific performance and technical standards. Contractors are required to complete three main tasks: evaluating the current SIOP system against ASTM standards, updating the system to meet those requirements, and calculating specific system performance metrics. Key deliverables include a comprehensive ASTM standard comparison document due May 1, 2025, system updates to be completed by July 30, 2025, and final performance metrics documentation by August 15, 2025. The opportunity is set aside for total small business participation, with interested organizations invited to submit their capabilities and qualifications in writing by 4:00 p.m. Central Standard Time on May 2, 2025. The procurement falls under NAICS Code 541990 (All Other Professional, Scientific, and Technical Services) and will be classified under PSC Category K052 (Modification of Equipment- Measuring Tools). NASA will provide test data from surveillance sensors to support system upgrades, and the final decision on procurement methodology remains at the government's discretion.
