About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center awarded a sole-source contract (FA857925P0007) to Tactical Communications Group, LLC for a SIMPLE Interface add-on for the BOSS software system used in the C-130J software integration lab. The contract, valued at $15,803.84, was awarded on December 20, 2024, with delivery required within 30 calendar days. The procurement was justified as the only viable option due to Curtis-Wright's proprietary software design and restrictions on third-party plugin development, with alternative software replacement estimated to cost between $500,000 to $2 million, plus an additional $1 million for personnel retraining and process modifications. The contract was issued on an unrestricted basis with NAICS code 541511, with payment to be processed through DFAS Columbus via the Wide Area Workflow (WAWF) electronic funds transfer system.

Notice text

The Air Force's minimum needs can only be satisfied by the Original Equipment Manufacturer (OEM), Tactical Communications
Group, LLC (TCG), a Curtiss-Wright Company, listed in the market research. From this market research, it is proven that TCG is the
only known sole source that can fulfill this procurement. Due to the nature of this acquisition and the proprietary design of the
SIMPLE Interface for BOSS ID TCG0979 System, TCG does not have any authorized distributors and is the only source that can
fulfill this award
The C-130J software integration lab already owns a BOSS system and needs to purchase the additional SIMPLE addon.
The add-on is only available from Curtis-Wright, the owner of the commercial BOSS software. Curtis-Wright does
not allow third party plugin development, thus there are no alternatives for purchasing add-ons. The only possible
alternative would be to replace BOSS with a different vendor's commercial software packages. Similar solutions
range from $500k to $2M. In addition, switching software would incur an additional $1M in cost to retrain personnel,
and rewrite existing test processes and procedures.

Awarded contract FA857925P0007 to TACTICAL COMMUNICATIONS GROUP, LLC for 15803.84 on 2024-12-20.
