About this opportunity

The National Aeronautics and Space Administration Shared Services Center has issued a Special Notice for a sole source contract requirement for Silicon Expert P5 BOM Manager software. NASA intends to award this contract to SiliconExpert Technologies, Inc. of Centennial, Colorado, under the authority of FAR 13.106-1(b)(1)(i), having determined the company is the sole provider of this specific software solution. The procurement involves renewing the P5 BOM Manager Software for NASA Marshall Space Flight Center and will be classified under NAICS Code 513210 for Software Publishers. The contract performance period is scheduled from August 17, 2025, to August 16, 2026, with performance located at NASA Headquarters. The procurement will follow FAR Part 12 and Part 13 procedures for commercial items and services.

The purpose of this Special Notice is to provide a centralized platform for NASA users to manage bill of materials and conduct part research through the Silicon Expert P5 BOM Manager system. The software package includes a Loyalty Package with floating seat, professional services components, additional floating seats, approved component and manufacturer library modules, additional parts capacity, and geo risk reporting capabilities for up to 500 manufacturer parts across 5 manufacturers. Interested organizations may submit their capabilities and qualifications in writing to the primary point of contact, Cara Craft, by 1:00 PM Central Standard Time on June 24, 2025. However, the government retains sole discretion on whether to compete the procurement, given their determination that SiliconExpert Technologies is the only viable source for this specialized software solution. The contract will serve NASA's Marshall Space Flight Center in Huntsville, Alabama, providing enhanced capabilities for parts management and supply chain risk assessment.
