About this opportunity

The Naval Surface Warfare Center (NSWC) Crane, operating under the Department of the Navy Naval Sea Systems Command, is procuring signal and spectrum analyzers through a sole-source acquisition. The requirement specifically calls for two Rohde & Schwarz FPL1007 spectrum analyzers with frequency capabilities ranging from 5 kHz to 7 GHz, along with remote control interfaces and accredited calibration services. This procurement is being conducted under FAR Part 13 simplified acquisition procedures, with the government intending to solicit and negotiate exclusively with Rohde & Schwarz Federal Systems Inc. of Columbia, Maryland. While other offerors may submit quotes for government review, the decision to maintain sole-source procurement remains at the government's discretion based on the justification that only Rohde & Schwarz can meet the specific technical requirements for certified test sets. All proposals must be submitted electronically by June 23, 2025, at 12:00 PM Eastern Time.

Despite being designated as a sole-source procurement favoring Rohde & Schwarz Federal Systems Inc., the solicitation documentation indicates this opportunity is set aside for Women-Owned Small Businesses (WOSB), creating an apparent contradiction in the procurement approach. The contract will be awarded on a firm fixed-price basis with delivery required within five weeks of award to NSWC Crane in Indiana. The total quantity consists of two complete analyzer units, each including the base spectrum analyzer, remote control interface components, and factory calibration services. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6625 for Electrical and Electronic Properties Measuring and Testing Instruments. The justification memorandum indicates this equipment will support ongoing test operations at both Crane facilities and external vendor locations, with delivery planned within the current fiscal year 2025.
