The solicitation requires contractors to deliver both onsite and remote American Sign Language (ASL) interpretation, with coverage from 7:00 AM to 7:00 PM daily and 24-hour emergency availability. Qualified interpreters must hold national certification through NAD-RID, with specialized certifications available as needed, and the contractor must maintain a minimum roster of two interpreters capable of rapid deployment within 72 hours of award. The evaluation will be conducted using a best value approach, with technical approach being the most critical factor, followed by staffing plan, past performance, and pricing. Proposals are due by 2:00 PM PT on January 17, 2025, and must be submitted to Contracting Officer Demetria Carter via email.

The procurement is a 100% small business set-aside under NAICS code 541930 for Translation and Interpretation Services, with a small business size standard of $22,500,000 and preference given to local California businesses. The base contract period is 90 days with one potential 90-day option period, and the contract will be awarded on a labor-hour basis. The performance will primarily serve Los Angeles County, which has an estimated deaf population of 800,000, with the ability to scale interpreter deployment by 50% during surge events. The Service Contract Act of 1965 applies, with wage determination No. 2015-5613 establishing minimum wage rates, and the contract allows for travel reimbursement for distances over 50 miles. The total estimated value is not explicitly stated, but the procurement is structured to provide flexible, responsive sign language interpretation services across the state of California during disaster response and recovery operations.
