About this opportunity

The United States Citizenship and Immigration Services (USCIS), under the Department of Homeland Security, is conducting market research for sign language interpretation services to support the Field Operations Directorate across 88 field offices nationwide, including locations in Alaska, Hawaii, Puerto Rico, Guam, and the Virgin Islands. The procurement seeks both in-person and Video Remote Interpreting (VRI) services for deaf and hard of hearing applicants during interviews, naturalization ceremonies, and information services appointments. Interpreters must be U.S. citizens aged 18 or older with high school diplomas, Registry of Interpreters for the Deaf (RID) certification, and a minimum of three years of American Sign Language interpreting experience. Services must be available Monday through Friday from 7:00 AM to 5:00 PM EST, with interpreters required to provide both sign-to-voice and voice-to-sign translation while maintaining strict privacy protocols. Interested parties must submit their responses by 5:00 PM ET on October 10, 2025, to Contract Specialist Marianne Green at Marianne.Green@uscis.dhs.gov with specific company information, Unique Entity Identifier, and business size classification.

This opportunity is designated as a Total Small Business set-aside, restricting competition to small business enterprises only. The sources sought notice does not specify any incumbent contractors, potential award values, or budget ranges, as this is purely a market research phase designed to gauge industry capability and capacity. No evaluation criteria have been established at this pre-solicitation stage, and the government has made clear that responses do not constitute binding offers or restrict future acquisition approaches. The scope covers interpretation services across all 88 USCIS field offices, representing a substantial geographic footprint spanning the continental United States and U.S. territories. USCIS emphasizes that this notice serves planning purposes only under Federal Acquisition Regulation Part 10, with no government obligation to reimburse response preparation costs or proceed to formal solicitation.
