About this opportunity

This Special Notice is published by the Federal Emergency Management Agency (FEMA) and describes their intent to award a sole source contract to Sigma Assessment Systems, Inc. for the purchase of online leadership skills self-assessments. FEMA plans to use Sigma's Sigma Assessments Leadership Skills Profile (LSP) self-assessment tool as part of their leadership development and mandatory training programs.

The purpose of this Special Notice is to allow other capable sources to submit documentation demonstrating their ability to meet this requirement within 5 calendar days. If no responses are received indicating a comparable source is available, FEMA will proceed with a sole source award to Sigma Assessment Systems. The contract will be for a one-year base period with four option years. This opportunity is set aside for small businesses, and Sigma's product is considered proprietary due to its manufactured standards.
