About this opportunity

The Naval Surface Warfare Center Philadelphia Division is seeking to procure comprehensive Siemens training courses through a three-year indefinite-delivery, indefinite-quantity (IDIQ) contract for the Naval Foundry and Propeller Center (NFPC). The training services encompass multiple delivery formats including on-site private classes, virtual dedicated classes, and public enrollment options covering specialized topics such as 840Dsl Maintenance, S7-Automation Maintenance, Introduction to SIMATIC PLCs, documentation with drafting, and model-based definition using PMI. The contract requires Siemens certified instructors to deliver training to NFPC Machinists, CNC Programmers, Facility Engineers, and Maintenance personnel, with courses ranging from 1-5 days in duration and accommodating up to 46 students per course depending on the delivery method. The government will evaluate proposals based on lowest price and technical compliance with solicitation requirements using firm-fixed-price structures. The solicitation response deadline is June 25, 2025, following an amendment that extended the original due date, with the minimum order requirement set at $500.

This procurement is set aside for Women-Owned Small Business (WOSB) enterprises under NAICS code 332710 (Machine Shops) with a size standard of 500 employees, and no incumbent contractor is identified in the documentation. The contract includes specific provisions for a 12-month access period to Siemens How-To Video Library and accommodates various class sizes ranging from up to 6 employees for on-site private classes to up to 10 employees for virtual dedicated classes. Training delivery will occur at multiple locations including NFPC facilities in Philadelphia, Pennsylvania, and Siemens training facilities, with strict security requirements including escorted site access and restrictions on portable electronic devices. The contract structure allows for additional students beyond the base limits for each course type and requires the contractor to provide proof of instructor certification along with all necessary course materials. Performance will be monitored through contract status reports submitted electronically in alignment with i-RAPT invoice periods, with initial reporting due 45 days after contract award.
