About this opportunity
The Naval Air Warfare Center, Weapons Division, China Lake, California, seeks to procure Siemens software licenses and related technical services through this pre-solicitation notice issued February 9, 2026. The procurement includes specific Siemens products such as STAR-CCM+ modules, Simcenter applications, NX Design software, and Simcenter Nastran Basic, intended for both renewal of existing licenses and purchase of new licenses to support organizational growth. Interested firms must submit a written capability statement by February 25, 2026—ten days following publication—that clearly demonstrates their experience, assets, background, and ability to perform the work while maintaining quality, reliability, and software support standards. Firms must be authorized distributors or resellers of Siemens software and must reference solicitation number N6893626Q5049 in their response. Prospective contractors are required to be registered in the System for Award Management (SAM) database and certified through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information (CUI), with all data custodian approvals obtained prior to CUI access requests. The Government intends to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (FFP-IDIQ) contract conducted under Federal Acquisition Regulation Part 12 commercial items procedures.
This procurement will not be designated as a small business set-aside, and the Government has indicated its intent to award to Siemens Industry Software Inc., Plano, Texas, on a non-competitive basis under FAR 6.302-1 authority, though responses from other qualified firms will be considered. The contract will carry a five-year period of performance with technical services for troubleshooting, installation, and software incorporation provided throughout the contract term. Specific quantities and total contract values are not disclosed in this pre-solicitation notice; however, the IDIQ contract structure indicates the Government anticipates variable ordering requirements over the performance period. This opportunity falls under NAICS code 513210 (Software Publishers) and PSC code 7A21 (IT and Telecom - Business Application Software for Perpetual License Software). The Government's brand name requirement specification means only Siemens products will be accepted with no approved equal alternatives permitted for this procurement.
