About this opportunity
Air Combat Command anticipates soliciting services to upgrade 163 Siemens Building Automation System panels across 90 facilities at Moody Air Force Base, Georgia, with capability statements due by June 29, 2026. No set-aside is planned. Vendors must hold Siemens authorization to maintain warranty considerations.
Work encompasses audit and inventory of all 163 panels; transition from static IP to DHCP configuration to comply with Air Force Client Operations in a Networked Environment (COIN) v3 cybersecurity standards; validation that DHCP assignments meet Air Force security requirements; testing to ensure device communication without system disruption; and documentation of post-change configurations and network behavior. Panels will obtain IP addresses dynamically from approved DHCP servers with network reservations and security controls applied where required.
Personnel must pass background checks and submit to vehicle searches; work is limited to 23 Civil Engineer Squadron HVAC/EMCS duty hours (0645–1645, Monday–Friday) with coordination required for access to limited-access and airfield-restricted facilities. Contractors must deliver a preliminary installation schedule including float-day and outage plans. Quality control involves monitoring by HVAC/EMCS/IT Specialists during scheduled visits, with hold-point inspections requiring two days' advance notice.
Interested vendors should submit capability statements including company name, address, CAGE code, SAM UEI, and point-of-contact details. This sources-sought notice does not constitute a solicitation or commitment to award.
