The STI M50 is an adapter to the M/MK16 or M39 receivers of the Remote Activation Munition System (RAMS), and when combined, offers the soldier's an improved force protection capability. The Government intends to fulfill this requirement via a Sole Source, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contract, with Raytheon Technical Services Company, LLC (RTSC). The authority being utilized is in accordance 10 USC 2304(c)(1), quote mark Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, as implemented by FAR 6.302-1(a)(2)(ii) (A) and (B), substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements.
The period of performance for this requirement will be for a period of three (3) years from the date of award. It is anticipated that a Solicitation will be issued to RTSC on or about 02 July 2015. The deadline for Contractor response will be 45 days after issuance of the Solicitation.
The Contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and delivery the types and quantities of deliverables specified by the contract. The STI M50 shall be manufactured and tested in accordance with (the Contractor developed) Production Specification and the Contractor's Drawings and associated lists. An approved Technical Data Package (TDP), specification, First Article Test (FAT) Plan and Lot Acceptance Test (LAT) Plan as delivered with Contractor's proposal shall be included as part of the contract. The North American Industry Classification (NAICS) Code for this procurement is 332994, Small Arms, Ordnance, and Ordnance Accessories Manufacturing.
THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) / Solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to a form a binding contract.
