About this opportunity
The U.S. Army Corps of Engineers Philadelphia District is seeking shipyard services to perform a complete overhaul of the Survey Vessel Cherneski, a 47-foot, 8-inch aluminum vessel with a 15-foot beam and 3-foot draft that displaces 21 long tons when loaded. The procurement encompasses all engineering, design, labor, services, equipment, parts, and materials necessary for the overhaul work, requiring contractors to provide certified marine railway or synchro-lift facilities with qualified personnel and equipment capable of docking the vessel with blocks providing minimum 36-inch hull clearance. Contractors must be located along the Delaware River & Bay and its tributaries, or alternatively along the Atlantic Coast from New York to Baltimore, and must enter into a Mastership Agreement for Repair and Alteration of Vessels prior to award. The evaluation will include a distance-based surcharge of $75 per nautical mile calculated from the contractor's facility to Fort Mifflin, Philadelphia, based on the vessel's normal waterway route. The government anticipates issuing the full solicitation on or after August 1, 2025, with all documentation available exclusively through SAM.gov.
This opportunity is designated as a Total Small Business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The contract includes a 30-calendar-day performance period beginning September 2, 2025, from delivery of the vessel to the contractor's yard. The pre-solicitation notice indicates the vessel will be operating in the Delaware River and Bay according to the S/V H.R. SPIES' current fiscal year 2025 schedule prior to and following the shipyard period. No specific contract value or budget range has been disclosed in this pre-solicitation notice. Contractors must be registered in the System for Award Management (SAM) database prior to award, and questions should be directed to Noelle Griest at the provided email address.
