About this opportunity
The Defense Logistics Agency Aviation is seeking to procure 43 units of shipping and storage equipment (NSN: 8145-01-128-1842, Part Number: 21C7301G01) specifically designed for the T700-GE-70 turbine engine used in UH-60 helicopters. This pre-solicitation notice indicates the government has complete technical data rights and no manufacturing restrictions, making the item suitable for full and open competition as a second or subsequent procurement. Interested vendors must submit requests for the solicitation via email to Joshua Bonds at Joshua.Bonds@dla.mil by December 20, 2024, providing company name, CAGE code, and contact information. The acquisition involves export-controlled technical data subject to the Arms Export Control Act, requiring contractors and manufacturers to maintain active United States/Canada Joint Certification Program (JCP) certification. Foreign firms must process their requests through their respective embassies due to these export control restrictions.
This opportunity is designated as a Total Small Business set-aside under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. The contract requires delivery to Texarkana, Texas, with production lead times of 180 days after contract award if First Article Testing is required, or 120 days if no testing is needed. The pre-solicitation notice does not specify contract values or identify any incumbent contractors, focusing instead on the technical and regulatory requirements for accessing the controlled technical data. The December 20, 2024 closing date is estimated and may be adjusted depending on the actual solicitation release date, though it will not close prior to that stated date. No telephone requests will be accepted, and all communications must be conducted through the designated contracting specialist via email.
