About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking shipbuilder design, engineering, and design analysis services for the BBG(X) guided missile battleship program. The procurement will be conducted on a sole source basis under Federal Acquisition Regulation (FAR) 6.302-1, justified by the unique and highly specialized capabilities required to meet Navy requirements. Key contract objectives include producing preliminary design (PD) and contract design (CD) products, supporting Navy-led design maturation through rigorous systems engineering processes, and conducting preplanned reviews such as the System Functional Review (SFR) and Preliminary Design Review (PDR). While evaluation criteria are not explicitly detailed in the notice, the Government will assess capability statements, proposals, and quotations from all responsible sources. The pre-solicitation notice was posted on December 22, 2025, with a response deadline of January 6, 2026.
This procurement carries no set-aside designation and is intended for award to General Dynamics Bath Iron Works Corporation (BIW) and Huntington Ingalls Industries-Ingalls Shipbuilding (HII Ingalls), both of whom are identified as the only sources possessing the requisite specialized capabilities. The estimated period of performance extends 72 months, providing a substantial timeline for design development and systems engineering activities. Although specific award values or budget ranges are not disclosed in this pre-solicitation notice, the complexity of guided missile battleship design and the extended performance period suggest a significant contract value. All responsible sources are invited to submit capability statements, proposals, or quotations for consideration, despite the stated intent to negotiate on a sole source basis with the two named shipbuilders.
Notice text
The Naval Sea Systems Command (NAVSEA) intends to contract on a sole source basis with General Dynamics Bath Irons Works Corporation (BIW) and Huntington Ingalls Industries-Ingalls Shipbuilding (HII Ingalls) for BBG(X) guided missile battleship design, engineering, and design analysis requirements. This includes shipbuilder engineering and design analysis necessary to produce BBG(X) design products in support of Navy-led design for BBG(X), including Preliminary Design (PD) and Contract Design (CD). BIW and HII Ingalls will assist the Government design team in maturing a total ship design through a rigorous systems engineering process, including, but not limited to, preplanned reviews such as System Functional Review (SFR) and Preliminary Design Review (PDR). The estimated period of performance for these efforts is 72 months.
In accordance with FAR 6.302-1, the requirements described in this notice will be solicited from a limited number of sources because only BIW and HII Ingalls possess the unique and highly specialized capabilities necessary to meet the Navy’s requirements.
This notice covers supplies or services for which the Government intends to solicit and negotiate on a sole source basis under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation for consideration by the agency.
