The government intends to negotiate a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Type Contract with Firm Fixed Pricing for Shipboard Locker Material in support of the NAVSEA Shipboard Habitability Improvement Program for Norfolk Ship Support Activity (NSSA). The delivered items shall conform to Military Performance Specifications as required by the Norfolk Ship Support Activity (NSSA). This requirement will be procured in accordance with FAR Subpart 12 and FAR 13.5 and will be conducted as a 100% set-aside for small business concerns. The period of performance for the resulting contract will be a base year plus the possibility for four (4) additional option years. The applicable North American Industry Classification System Code (NAICS) is 332322 and the corresponding Federal Supply Code (FSC) is 2040.
The contractor shall provide Shipboard Locker Material as directed and funded on individual delivery orders. A complete RFP package will be available on or around 25 July 2014 by downloading the documents at the NECO https://www.neco.navy.mil/ and FedBizOps website as follows:
http: //www.fbo.com. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, or debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to so represent may be grounds for refusing to accept the quote.

The locker material is part of a designated U.S. Navy shipâs scheduled overhaul and maintenance installation inventory. The material is critical to the latest upgrades that the ship receives while in the shipyard for the availability. The locker material is essential in this process. The locker material is used in support of the Commander, Surface Forces Atlantic (COMNAVSURFLANT) Habitability Improvement Program. This program is managed by the Naval Ship Support Activity (NSSA) and there is a significant amount of prior purchase history to support the procurement strategy being used for this solicitation.
The required items are manufactured for the use of the United States Navy in accordance with various Mil-Specs provided by the requiring activity.
The locker material is similar to commercial locker material products installed on commercial maritime vessels. The material is ordered to meet Scheduled Refurbishment and Overhaul (SRAs) projects for various U.S. Navy Vessels in area shipyards
