About this opportunity
NAVSUP Fleet Logistics Center Yokosuka seeks ship repair and maintenance labor support for USS BLUE RIDGE (LCC 19) during a Docked Ship Restricted Availability, with proposals due May 29, 2026 at 10:00 AM Japan Standard Time. Only contractors holding an active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as Prime Contractor with the U.S. Navy are eligible for award; firms without current MSRA/ABR certification are ineligible, though the certification process may require a year to complete.
Place of performance is a government facility at Yokosuka Naval Base, Japan. Period of performance runs July 21, 2026 through November 30, 2026, with work commencing July 21. The procurement covers scaffolding support labor, specifically regular rigger labor (CLIN 0001) and foreman labor (CLIN 0002), with daily task assignments issued by the Ship Repair Facility (SRF) Shop Lead Foreman for 8-hour work periods. Work location and scope are contingent on daily circumstances; teams may work together or split into smaller units.
Offerors must be duly authorized to operate and do business in Japan per DFARS 252.225-7042. Pricing must be submitted in Japanese Yen using the FY26 budget exchange rate of JPY 150.4415 per USD 1.00. Award will be made as a firm fixed-price job order under the contractor's existing MARAV with all terms and conditions of that agreement applying. Work specifications are provided via DoD SAFE; offerors must request access by May 7, 2026.
Evaluation follows Lowest Price Technically Acceptable (LPTA) source selection under FAR 15.101-2, with award to the responsible offeror with acceptable past performance and technically acceptable proposal offering the lowest evaluated price. Technical acceptability is determined by assessing whether proposed labor hours and material costs are sufficient to understand and complete the scope of work. Proposals must include SF 33, acknowledgment of amendments, itemized price breakdown, past performance data on up to three recent contracts, proof of current MSRA/ABR certification, and evidence of authorization to do business in Japan. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West). Amendment 0003, issued May 27, revised the period of performance to July 21 through November 30, 2026 and modified Work Item 992-11-001, which now includes Saturdays due to the shortened performance window.
