About this opportunity
The Department of Transportation's John A. Volpe National Transportation Systems Center seeks seven units of Shine Micro AIS vessel tracking receivers (SM1610-4 RadarPlus systems) with weatherproofing kits and shipping services, with proposals due June 8. This is a sole-source brand name procurement; the justification establishes that Shine Micro is the only manufacturer whose equipment physically fits within the existing radar infrastructure at the Republic of Georgia Coast Guard facility, and selecting alternatives would necessitate complete system rebuild.
Place of performance is Hyde Park, Massachusetts (with delivery to 220 Binney Street, Cambridge, Massachusetts). The procurement is conducted under FAR Part 12 as a Request for Quotation, with award on a lowest price technically acceptable basis. The NAICS code is 334290 (Other Communications Equipment Manufacturing); the PSC code is 5825 (Radio Navigation Equipment, Except Airborne). The small business size standard is $800 million.
The Volpe Center has supported the U.S. Defense Threat Reduction Agency and NATO since 2014 in updating Georgia Coast Guard surveillance systems. The Shine Micro receiver is the standard receiver deployed under the U.S. Navy's International Integration Program Office and is fully compatible with existing maritime sensor infrastructure operated by the Georgia Coast Guard. Market research conducted in March and April 2026 confirmed no viable alternatives. Specifications include three line items: seven SM1610-4 RadarPlus units with high-sensitivity dual AIS receivers and low-noise amplifiers; three Coax-Seal weatherproofing kits (model ZTL-WCBL-KIT); and shipping services. Incorporated FAR clauses address labor practices, payment terms, security protocols, cybersecurity requirements for covered contractor information systems, and other standard commercial contract obligations.

The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award based on lowest price technically acceptable in accordance with FAR 13.106-1. The Volpe Center has been supporting the US Defense Threat Reduction Agency (DTRA), and the North Atlantic Treaty Organization (NATO) in a strategic update of the Republic of Georgia Coast Guard surveillance systems. In order to update an aging maritime surveillance system, The Volpe Center requires the Shine Micro receiver because it is the standard receiver deployed under the U.S. Navy's International Integration Program Office. Furthermore, the Shine Micro receiver is the only receiver that is fully compatible with the existing maritime sensor infrastructure operated by the Republic of Georgia Coast Guard. Use of an alternative receiver would require system modifications and could jeopardize interoperability and mission continuity.
