About this opportunity

The National Institutes of Health (NIH), under the Department of Health and Human Services, is seeking to procure 100 ShareGate licenses through Solicitation Number 75N98026Q00012, issued as a Request for Quote (RFQ) under Simplified Acquisition Procedures. ShareGate is an integrated Microsoft 365 management solution that enables secure data migration, governance, reporting, and access control across cloud environments to support NIH's broader modernization initiative transitioning from legacy SharePoint on-premises environments and Microsoft Teams sites to Microsoft 365 cloud services. The procurement requires 100 machine activations of ShareGate - Migrate Enterprise with a 1-year subscription for the performance period from January 8, 2026, to January 7, 2027. Award decisions will be made using the Lowest Priced Technically Acceptable (LPTA) evaluation method, with proposals due on January 12, 2026, at 11:00 AM Eastern Standard Time. This combined synopsis/solicitation constitutes the only solicitation, and no separate written solicitation will be issued.

This procurement is designated as a Total Small Business set-aside under NAICS code 541511 (Custom Computer Programming Services) with a size standard of $134,000, and the current license key being renewed is 7AC4BBCA-74BE-444D-9F48-EE7E9CAA1261. The solicitation is structured as a brand-name (all or none) requirement specifically for ShareGate products, indicating the Government has determined this solution is essential for its stated objectives. While no specific budget range is disclosed in the available documentation, the procurement is being conducted under FAR Part 13.5 Simplified Acquisition Procedures, suggesting the total contract value is below the simplified acquisition threshold. The place of performance is Rockville, Maryland 20857, where NIH's Office of Logistics and Administration is located. The solicitation will include all applicable provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-06 as of October 1, 2025.
