About this opportunity

The Department of Commerce Shared Services Procurement Office announced the Government and Business Exchange (GABE) Program, an industry engagement forum enabling structured dialogue between government and industry on existing and emerging mission requirements, with session requests accepted on a rolling basis at DOC discretion. The program aims to enhance government understanding of industry capabilities and industry understanding of government objectives through company demonstrations, product and service overviews, and exchange of relevant information. Interested industry representatives submit session requests using a provided form; DOC schedules sessions on a first-request, topical-priority basis where request order and mission priority influence scheduling sequence. DOC does not guarantee scheduling for every requestor given potential volume and limited relevance of some topic areas. Upon session scheduling, requestors receive a calendar invite for distribution to other planned participants from their organization. Company representatives may discuss business-sensitive or proprietary information during sessions but must clearly identify such information so DOC attendees can distinguish it from non-sensitive exchanges.

Notice text

The Government and Business Exchange (GABE) Program is a Department of Commerce (DOC) Shared Services Procurement Office (SSPO) industry engagement forum for exchanging information between Government and industry relative to existing and emerging mission requirements.  The purpose of the program is for SSPO to facilitate structured dialogue between Government and industry in promoting increased Government understanding of industry capabilities and industry understanding of Government requirements.

Successful acquisition outcomes depend on a clear understanding of industry dynamics and capabilities on the part of the Government, and a clear understanding of Government mission and objectives on the part of industry.  The GABE program provides a forum for the exchange of information to enhance both Government understanding of industry, and industry understanding of Government.

To request participation in a GABE session, industry representatives must submit their request by completing the form below.   During the session, company representatives may provide demos, provide an overview of product/service information, and discuss any other information they believe of value to the DOC. If business sensitive/proprietary information is discussed, company representatives must clearly identify it as such so the DOC audience can clearly distinguish it from all other information exchanged.

After request submittal, sessions will be scheduled at DOC discretion on a first request, topical priority basis where the order of request submittal coupled with the mission priority of the topic will influence the sequence of session scheduling.  Given the potential volume of requests and the limited relevance of potential topic areas, DOC cannot guarantee that a session will be scheduled for every requestor.  After a session is scheduled, the requestor will receive a calendar invite which the requestor may forward to other planned participants from their same company/organization.

To facilitate mission-focused communication and to accommodate exchanges with a broad range of representatives within Government schedule parameters, the sessions will generally be scheduled for only 30 minutes.  To promote diversity in the exchange of information, a single vendor and any of its individual representatives may not generally meet with DOC under this program more frequently than every 6 months.

NOTE:  In order to preserve procurement integrity and to maintain pre-established communication channels for active procurements, DOC will not use GABE sessions to answer any questions about procurements for which a draft or final solicitation has been publicized or which otherwise represents an exchange of information that may compromise the integrity of the procurement process.  Additionally, DOC may refrain from fielding questions on other acquisition matters in GABE sessions in the interest of maintaining procurement integrity.
