The US Geological Survey Office of Acquisitions and Grants seeks program management and development of a shared readiness framework for earthquake early warning adoption across four ShakeAlert Ready Initiative communities, with quotations due May 27, 2026, at 5:00 PM Pacific Daylight Time. The procurement is a total small business set-aside.
Place of performance is the Earthquake Science Center in Pasadena, California. Period of performance runs from November 17, 2026, through November 16, 2027. Candidates must possess at least three years of experience developing public safety and/or technical communications resources for the ShakeAlert earthquake early warning system and hold a BA, BS, or advanced degree in Education, Journalism, Communications, Emergency Management, or Public Policy. The NAICS code is 541690, Other Scientific and Technical Consulting Services; PSC is B542, Special Studies/Analysis–Educational.
Key deliverables include a ShakeAlert Ready Strategic Communications Plan, SARI Readiness Framework, six outdoor venue fact sheets, webpage recommendations and updates, introduction campaigns, site visits, task team meetings, instructor training support, exercise resources, multimedia content development, and community engagement events across Outdoors, Schools, Community Emergency Response Team (CERT), and a new "Powering ShakeAlert" community. The contractor must provide weekly project management check-ins, monthly written status reports, and participate in a project close-out meeting. All work must comply with the DOI Scientific Integrity Policy. Invoices are submitted through the U.S. Department of the Treasury's Invoice Processing Platform. Award is made under FAR 12 to the responsible offeror whose quotation is most advantageous to the Government, with experience and past performance weighted as more important factors than price.
