About this opportunity
The US Geological Survey (USGS) Earthquake Science Center is conducting market research to identify qualified firms capable of performing an independent code review and software development pipeline modernization for the ShakeAlert Earthquake Early Warning Production System, with capability statement responses due October 16, 2026 at 12:00 p.m. PST. This is a Request for Information (RFI) announcement; the Government does not commit to contract and will not provide feedback or reimburse response preparation costs.
Work will be performed remotely over a 12-month period from award. The ShakeAlert system currently operates continuously across the US West Coast, serving over 50 million people and ingesting real-time waveform data from approximately 1,700 seismic sensor locations and GNSS data from approximately 1,100 sites distributed across four geographically separated data centers.
The engagement comprises two complementary tasks: a rigorous, module-by-module review of source code quality, correctness, and maintainability across eight production modules (EWP2, EPIC, ffd2, FinDer, GFAST, eqinfo2GM, HeartbeatAggregator, and SA/DM), including quantitative metrics and deep qualitative analysis; and an assessment of current software development and deployment practices with concrete recommendations for modernizing the CI/CD pipeline, GitLab workflow, static analysis tools, and coding standards. Contractor personnel must demonstrate experience in real-time or safety-critical software systems. The contractor shall apply MISRA C/C++, CERT C/C++ Secure Coding Standard, and SEI CERT concurrency guidelines as reference frameworks.
Six deliverables are required over the performance period, concluding with working CI/CD pipeline configuration changes implemented in GitLab and a staff briefing by Month 11.
Respondents must submit capability statements electronically in PDF to Charlan Fejarang at charlan_fejarang@ios.doi.gov, including socioeconomic designation, business size standard, SAM UEI number, and GSA contract number if applicable.
