About this opportunity
The US Geological Survey (USGS) is seeking a contractor to develop ShakeAlert Early Childhood Learning Resource Development materials focused on earthquake early warning technology for kindergarten through 5th-grade students. The project aims to create educational resources including drill practice activities, classroom and at-home materials, educator facilitation guides, and short animations that emphasize earthquake preparedness and response. Offerors must submit a technical proposal demonstrating qualifications, including evidence of at least 5 years of experience developing safety education curriculum for early elementary grades. The evaluation will use a tradeoff method, requiring sufficient documentation to determine technical acceptability of the offer. Key submission requirements include a signed SF 18 form, technical qualifications, prior contract references, fixed pricing for base and option years, and required Federal Acquisition Regulation (FAR) certifications. Potential vendors must submit their responses by April 22, 2025, at 1500 PST, with questions accepted until April 15, 2025.
The solicitation is set aside for small businesses and will utilize the NAICS code 541990 for Professional, Scientific, and Technical Services, with a size standard of $19.5 million. The contract will be performed at the vendor's facility, with a performance period from May 1, 2025, to April 30, 2026. While specific award values are not explicitly stated, the project involves developing comprehensive educational resources across three primary tasks: student resources for different grade levels, educator support materials, and multimedia content. The resources will be developed exclusively in English and are designed to empower and educate children, school communities, and families about earthquake preparedness. The contract will result in a firm, fixed-price award, with contractors expected to create grade-specific lesson packages, supporting materials for educators, and engaging multimedia resources to help children understand and respond to earthquake risks.
