About this opportunity

Defense Logistics Agency Land and Maritime anticipates solicitation for a shouldered shaft (NSN 3040-01-180-4101, P/N 2012B58) with a response deadline of July 20, 2026. This procurement is not set-aside.

The part is currently sourced from ONTIC ENGINEERING & MANUFACTURING, INC (Cage 45934), the approved manufacturer. DLA is conducting a market survey to identify alternate qualified sources. The part requires engineering source approval by the design control activity to maintain quality; the current approved source retains manufacturing knowledge and technical data essential to part quality and not economically available to the Government. Alternate sources must qualify through the design control activity's procedures as approved by the cognizant Government engineering activity.

DLA seeks to procure 25 units with an option for an additional 25 units. The market survey questionnaire requests respondents to confirm manufacturing capability, inventory status, delivery timeline, willingness to submit offers on a Firm Fixed Price basis, and information on commercial item classification, hazardous material content, packaging and RFID compliance per STD-COM Package and ASTM D 3951, minimum order quantities, and cost-driving factors. Respondents should indicate business size, manufacturing location, and preferred contracting method.

Interested suppliers may submit source approval applications through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) process. Contract Specialist Logan McLaughlin (Logan.McLaughlin@dla.mil) accepts submissions by the response date. NAICS code 333612 (Machine Tool Manufacturing); PSC 3040 (Miscellaneous Power Transmission Equipment).

The AMC/AMSC for the NSN listed above is “3 C”

AMC “3”  Acquire, for the second or subsequent time, directly from the actual manufacturer.

      (c)  AMSC C.  This part requires engineering source approval by the design control activity in order to maintain the quality of the part.  Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s).  The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part.  An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity.  The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application.  If one source is approved, AMCs 3, 4, or 5 are valid.  If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program.  A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM).  The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
