Added: Aug 04, 2012 7:15 pm Bureau of Land Management (BLM) Arizona has a requirement that consists of furnishing transportation, labor, equipment, power, supplies, and materials to redevelop an existing communications site. The completed Project shall provide a turn-key building with electrical system, appliances, and specified accessories fully operational. Radio equipment and the associated wiring will be installed by others. This work includes the following: 1) Evacuation and disposal of refrigerant from the existing window-unit air-conditioning unit; removal and landfill disposal of the window-unit air-conditioner; 2) Demolition and disposal of the existing telecommunications building; 3) Demolition and landfill disposal with recycling clean portions of the existing concrete slab; 4) Documentation of Construction Waste Process: portions recycled and portions disposed to landfill; 5) Redevelopment of the site including earthwork and site access trail as shown on the project drawings;includes vegetation clearing; 6) Provide and install an 8-feet wide (OD), 12-feet long (OD), 8-feet 10-inches high (ID) telecommunications equipment building and associated concrete foundation as shown on the drawings; 7) A New telecommunications building shall be an insulated, pre-wired, self-contained unit with integral air-conditioning and ventilation; 8) Equipment Racks shall be included with the unit; 9) Coordination and installation of commercial power service-entrance facilities, sizing and installation of a common site grounding and lightning protection system including tower ground ring, building ground ring, electrical service grounding, and ancillary device grounding shown on the drawings; 10) Coordination and relocation of a propane storage tank and associated distribution system to existing propane powered generator; 11) Installation of security fencing around the site perimeter; 12) Remove and salvage the safe-climb device on the existing telecommunications tower; the salvaged safe-climb device shall remain the property of the BLM and shall be delivered to the CO; and 13) Provide and install a new safe-climb device on the existing telecommunications tower. The work is located at Guthrie Peak Communications Site approximately 15 miles east of Safford, Arizona in Greenlee County. This project is anticipated to range between $25,000 to $150,000 in value. In accordance with FAR 28.102-1, a 100% Payment Bond is required for contracts greater than $30,000 prior to issuance of Notice to Proceed. The North American Industrial Classification Code is 238990. The small business standard is $14 million. This procurement will be awarded using the FAR Part 13 - Simplified Acquisition Procedures. This is 100% set-aside for small business. Offers will be accepted from all responsive and responsible small business concerns. The Solicitation is tentatively scheduled to be available on or around August 18, 2012 at https://www.fedconnect.net/FedConnect. No hard copies of the solicitation will be issued. The receipt of quotes is tentatively scheduled for September 18, 2012. Please check the solicitation for all required documentation to be submitted.
