The Department of Homeland Security's Coast Guard facility in Alameda, California is conducting this procurement under Federal Acquisition Regulation Part 12 and 13 procedures as a commercial item acquisition. The contract will be structured as a Firm Fixed Price arrangement with NAICS code 336611 (Other Engine Equipment Manufacturing) and Product Service Code 2815. The procurement specifically requires 10 Cortron trackballs (Part Number 690-0021-B) to replace obsolete and unsupported trackballs currently used in CGMCMS console systems. This notice serves as an informational announcement rather than a formal solicitation for competitive bidding.
The primary purpose of this Special Notice is to inform industry contractors of the government's intent to proceed with a sole source award while providing an opportunity for other contractors to demonstrate that competition would be advantageous to the government. Any responses must be submitted by 9:00 AM Pacific Time on August 13, 2025, via email to the designated contracting officer, Sean McTague. Contractors wishing to challenge the sole source approach must provide clear, compelling, and convincing evidence that competition would benefit the government. The procurement requires certified original equipment manufacturer parts from Comark, LLC, with no aftermarket substitutions permitted, and has a 22-week lead time for delivery. This contract will not qualify as a small business set-aside under SBA size standards for this sector, and the government retains full discretion in determining whether to proceed with competitive procurement based on any responses received.
