About this opportunity
The Department of the Air Force Air Combat Command is seeking a contractor to provide tram services for the Wings Over Wayne Air Show at Seymour Johnson Air Force Base on May 3-4, 2025. The pre-solicitation notice requests potential vendors submit a capabilities package demonstrating their ability to provide 6 tram units capable of transporting approximately 50,000 guests daily between parking areas and the air show location. Interested firms must be registered in the System for Award Management (SAM) and provide details about their business size, socio-economic status, and experience with similar government or commercial transportation services. The market research phase requires companies to disclose their business classification (such as 8(a), HUBZone, service-disabled veteran-owned, etc.), anticipated teaming arrangements, and any foreign ownership details. Responses are due by February 26, 2025, with contractors expected to provide all necessary personnel, equipment, and supervision for the event.
The pre-solicitation does not indicate a specific set-aside for small businesses, though it actively solicits information from various socio-economic business categories. The contract requires six tram units with the potential to expand to eight, with each unit needing to accommodate 50-60 passengers during show hours of 0800-1700. Contractors must provide licensed and insured drivers, maintain vehicles in operational condition with a one-hour response time for repairs, and submit a comprehensive Quality Control Plan within 10 days of award. Driver information and documentation must be provided by March 18, 2025, and all personnel will require proper security clearances and base access through the 4th Security Forces Squadron. While no specific award value is mentioned, the contract will cover transportation services for a two-day event with stringent operational and safety requirements.
