About this opportunity
Air Mobility Command is preparing to award a sole-source contract for Sexual Assault Forensic Exams and Administrative Support at Travis Air Force Base, California, with an anticipated award date of 19 June 2026. The Government intends to issue a Request for Quotation and award a firm-fixed-price purchase order directly to Napa Solano SANE/SART without competitive solicitation, citing their decentralized presence in Solano County as the only provider capable of meeting the mandatory 60-minute emergency response time requirement.
The contractor must provide comprehensive Sexual Assault Forensic Exams (SAFE) and administrative support on a 24/7, on-call basis to all eligible adult, adolescent, and pediatric patients. Service location must be within 40 miles of Travis AFB with demonstrated one-hour maximum response capability from notification. Examiners must be credentialed healthcare providers (MD, DO, NP, CNM, PA, or RN) and conduct examinations per DHA-PI 6055.2 Enclosure 4, including head-to-toe assessments, anogenital examinations, standardized forensic evidence collection with chain-of-custody documentation, blood and urine toxicology sampling, forensic photography, and detailed written medical reports compliant with military, federal, and California legal standards. Administrative scope encompasses case documentation management, medical records retention, billing and invoicing, compliance monitoring, and procurement of examination kits and photographic supplies. Personnel must maintain REAL ID compliance and necessary records for base access. The contractor must provide expert witness testimony in legal or military proceedings with travel to court appearances and pre-testimony preparation time, and maintain ongoing professional development for examiners.
