About this opportunity
Westover Air Reserve Base, Department of the Air Force Reserve Command, issued a Special Notice of Intent to Award on August 5, 2026, expressing a sole-source intent to contract with SETCAN Corporation for a Stress Vest training system, with a response deadline of August 17, 2026 at 12:00 p.m. EDT for small businesses claiming capability to supply an equivalent system.
This is not a competitive solicitation. The 439 Security Forces Squadron requires a training system that simulates stress through physical vibrations and electrical shock feedback to prepare personnel for real-world defensive operations while remaining compatible with the MIS weapon system in use. SETCAN holds multiple U.S. and Canadian patents on the StressVest system, and the contracting officer's market research—including Internet searches, a prior Sources Sought notice, FPDS queries, and review of three historical sole-source awards—found no competing systems offering equivalent capabilities. The procurement is being conducted under FAR 13.106-1(b)(1) simplified acquisition authority.
Small businesses wishing to challenge the sole-source determination must provide clear and convincing evidence by August 17, 2026 that competition would benefit the Government and demonstrate capability to supply a like system matching StressVest specifications. Responses will be evaluated solely to determine whether a competitive procurement should be conducted; the Government retains discretion to award sole-source or compete. No cost reimbursement is available for capability submissions.

Westover Air Reserve Base (439 CONF) intends to offer a sole source award to SETCAN Corporation for the current Stress Vest system system requirement. See associated attachment, Single Source Justification, for full details.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
