About this opportunity
The Department of Homeland Security Office of Procurement Operations has awarded a sole-source task order extension to Noblis, Inc. for SETA AI/ML support services under the Screening at Speed Program, with an extension value of $864,163.80 and total task order value of $5,906,107.00.
The extension modifies existing task order 70RSAT23FR0000088 under the statutory authority of 41 U.S.C. 3304(a)(1), only one responsible source. DHS justifies the sole-source action on the basis that Noblis is the only contractor capable of performing the work beginning June 3, 2026 without significant transition gaps. An RFI closed May 13, 2026 received 73 responses; however, other respondents either lacked aviation screening domain experience or could not achieve necessary security clearances and staffing readiness within the required timeframe. Noblis personnel hold DHS fitness clearance with many at Top Secret or higher levels and possess six years of specialized experience with the S&T/TSA collaboration across various sensor technologies.
The extension runs nine months from June 3, 2026 through March 2, 2027. The underlying vehicle is a Time and Materials contract funded through FY25 Research, Development and Innovation funds. Services include technical and management support, subject matter expertise, algorithm development and evaluation, project evaluation, certification readiness support, and data analysis for security screening systems. Critical ongoing projects include immersive video system deployments at 2026 FIFA World Cup venues and radio frequency scanning systems at America 250 celebrations, with preparation for 2028 Summer Olympics deployments. The extension prevents service gaps during finalization of market research and acquisition strategy approval for a planned competitive recompete, delayed approximately 22 weeks by federal government shutdowns in FY2026. Place of performance is Reston, VA.
Notice text
This requirement is a modification to an existing Department of Homeland Security Science and Technology Directorate (DHS S&T) task order for S&T Screening at Speed Program Systems Engineering and Technical Assistance (SETA) support for Artificial Intelligence/Machine Learning (AI/ML) efforts. The Screening at Speed program requires technical and management support services around AI/ML efforts under Screening at Speed and partner programs including subject matter expertise, project and algorithm evaluation, and certification readiness support. The program is currently planning a recompete of its support needs and extension of the current support will prevent a gap in service while the requirement is finalized and acquisition planning, solicitation, and award of the recompete is completed.
This modification procures additional work within scope and increases the ceiling of task order 70RSAT23FR0000088 without considering other awardees pursuant to RFO FAR 6.103-1 (FAR Class Deviation 25-11).
Awarded contract 70RSAT19D00000003 to unknown vendor for unknown amount on 2026-06-01.
