About this opportunity
The Department of Energy published a Limited/Sole Source Justification Notice on January 14, 2021 for services to test and evaluate improvements to the low activity waste vitrification system at the Waste Treatment and Immobilization Plant, conduct materials testing, and provide operational expertise for commencing vitrification of low activity waste from October 2020 to September 2026, with a total value of $8,650,000. The justification cites Atkins Energy Federal EPC, Inc./Catholic University of America as the only source able to perform the work due to their unique expertise and facilities developed over nearly two decades supporting the project. The Department of Energy awarded contract 89304021CEM000013 for these services to an unknown vendor on December 11, 2020.
Notice text
The statement of work is divided into three parts:
(1) initiation of accelerated aging of materials of construction of the melter (i.e.,castable refractories); (2) critical technical review of operating procedures for the melter (and ancillary engineering systems upstream and downstream; and (3) critical technical review of training materials developed for the Low Activity Waste (LAW) Facility. All work executed shall be in direct support of addressing and mitigating identified and unidentified risks to treatment operations at the Waste Treatment and Immobilization Plant (WTP).
The requirements for this contract are to provide operational expertise on the verification of LAW planned to commence at the WTP. This work involves the testing of prototypical components of the WTP melter, e.g., castable refractories; construction and off-gas train of the LAW Facility; and expertise critical review of operating procedures and training materials delivered to the Government for continuous melter operations at a rate of 200-400 kilograms per day (kg/day). These requirements will assist the DOE in continued development and testing of LAW glass compositions to reduce and or mitigate the identified and unidentified risks to LAW container production and Facility availability projections. This examination is required to support finalization/confirmation of the WTP treatment design capacity.
Awarded contract 89304021CEM000013 to unknown vendor for unknown amount on 2020-12-11.
