About this opportunity
The Federal Bureau of Investigation's Redstone Arsenal Field Office seeks subject matter expertise and instruction in clandestine laboratory safety, explosive precursor chemicals (EPC), hazardous material investigations, and Weapons of Mass Destruction (WMD) chemical, biological, radiological, nuclear, and explosive (CBRNE) threat lectures to support the Counterterrorism Division's Development and Preparedness Unit, with quotes due July 27, 2026 at 12:00 PM Central Time. This is a total small business set-aside under NAICS code 541990.
The procurement replaces incumbent BPA #15F06719A0000993, Order #15F06721F0000441. Performance locations include FBI and Department of Justice facilities in the Washington D.C. metropolitan area, Northern Virginia, Southern Maryland, Florence, Alabama, and other FBI field office areas of responsibility; any contractor facility work requires prior government authorization.
Key personnel must possess a PhD in a relevant discipline (Forensics, Toxicology, or Chemistry), current or previous certification as a Bomb Technician or Explosive Ordnance Disposal Badge holder/technician or licensed commercial blaster, proven experience in chemical trace analysis and advanced analytical method development, curriculum development experience specific to EPC/TIC threats, and expertise in improvised explosives synthesis and detection and clandestine laboratories. Key personnel requirements may be satisfied by a team of two instructors rather than a single individual, though a single person meeting all capabilities is preferred. The government anticipates 5–10 courses annually with approximately 2 instructional days per course, all conducted CONUS. Travel is pre-approved and reimbursed per Federal Travel Regulations and GSA per diem rates; travel days outside instructional days receive travel reimbursement only and do not count as instructional days.
The base period runs August 22, 2026 through August 21, 2027, with four optional one-year extensions and an additional six-month option period extending through February 21, 2032. The contract uses a hybrid structure with firm fixed price instructional fees and cost-reimbursable travel CLINs. Travel is capped at a not-to-exceed value of $220,000 across all periods; quoters cannot adjust travel amounts. Pricing is structured as a daily rate for instructional and curriculum development days (8 labor hours = 1 day). The government furnishes all facilities, equipment, consumables, training aids, PPE, and curriculum materials for delivery.
Quoters must submit a cover letter with SF-1449, a technical volume (maximum 5 pages) demonstrating understanding and key personnel qualifications, and a completed pricing template. Questions were due July 9, 2026. Award will be made to the responsible quoter offering the best value, with technical merit significantly more important than price. Amendment 2, issued July 17, 2026, changed the due date and posted answers to provided questions.

Amendment 1 created 7/2/2026.
Amended RFQ 15F06726Q0000295 to include incumbent contract number
Updated pricing template to clarify quantity
Updated question template to reflect RFQ number
Amended SF1449 to reflect NAICS 541990
The purpose of this contract is to obtain subject matter expertise and instruction related to clandestine laboratory safety, explosive precursor chemicals (EPC), and hazardous material investigations. In addition, contractor shall provide Weapons of Mass Destruction (WMD) chemical, biological, radiological, nuclear, and explosive (CBRNE) threat lectures to support DPU as it conducts training.
The FBI DPU provides training to prevent WMD threats from becoming a reality. Under this focus, DPU invests heavily in projects designed to improve and expand upon domestic and international partners’ ability to detect and deter emerging WMD threats.
DPU has identified a requirement that would support existing training classes offered, as well as the opportunity to develop curriculum regarding clandestine laboratory safety, EPCs, hazardous material investigations, and threat detection.
The WMD threat mitigation strategy incorporates prevention, preparedness, and response. The chemical threat includes the use of toxic industrial chemicals (TIC) and/or explosive precursor chemicals (EPC) in a criminal or terrorist attack. DPU has developed and established several programs to address this threat relating to CBRNE components.
