About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is conducting a market survey to identify qualified sources for maintenance services on the TS-3920 C/ASM Computer Test Set (part number 05-0330-07, NSN: 6625-01-529-3346), which is used to detect, troubleshoot, and align faults in the Automated Flight Control System for UH-60 Blackhawk Helicopters. Interested vendors must submit written responses to the Commander, US Army DEVCOM C5ISR Center at Aberdeen Proving Ground by January 9, 2026, demonstrating their capability to maintain this specialized equipment. Potential suppliers are required to provide supporting documentation such as test results, copies of purchase orders from the current source, or certification letters from Ultrax Aerospace Inc. indicating maintenance capability. The Army does not possess a complete technical data package for the system and will not make one available, as only the original equipment manufacturer—Ultrax Aerospace Inc.—maintains this information. This market survey does not guarantee a contract award, and all inquiries should be directed to Robert Liang via email only at robert.liang2.civ@army.mil.
No set-aside designation has been applied to this procurement. Ultrax Aerospace Inc., located at 4200 Northeast Sun Court, Lee's Summit, Missouri (Cage Code 07PR7), is the current incumbent source of supply and the only organization currently authorized to maintain the CTS. The pre-solicitation notice does not disclose a specific contract award value or budget range. No numerical details regarding quantity, delivery timeline, or service duration are provided in this market survey announcement. The primary timeline establishes that responses are due January 9, 2026, with this notice posted on December 17, 2025, providing approximately three weeks for interested vendors to prepare and submit their qualification documentation.
