About this opportunity
The District of Columbia Courts is conducting a competitive RFP for ServiceNow Enterprise Platform Implementation & Managed Adoption Services, with proposals due September 10, 2026 at 1:00 p.m. EDT; the solicitation is unrestricted and open market with no set-aside applied. The Courts require bidders to be ServiceNow Elite or Premier Partners with minimum five years of implementation experience and certified personnel across all required modules. The 14-month base period contract covers implementation and optimization of eight ServiceNow products—HRSD Enterprise, FSM Professional, EAM Professional, CSM Professional, ITOM, HAM Professional, ITSM, and Now Assist (generative AI)—organized into 15 contract line items spanning program governance, enterprise architecture, platform modernization with an ITSM upgrade to Australia by December 2026, integrations (Microsoft Entra ID, Teams, 365, ERP, financial, procurement, telephony), security and compliance, testing, organizational change management, and 30- to 60-day hypercare support. The contract is firm-fixed-price with two optional one-year extension periods; pricing is deliverable-completion-based with payment percentages per workstream (3.5% to 17% of total contract value), and invoices must be submitted electronically through the Treasury Invoice Processing Platform. Questions close August 31, 2026 at 12:00 p.m. EDT to Ahmad Stanekzai at ahmad.stanekzai@dccsystem.gov. Amendment No. 1, issued September 4, 2026, replaces evaluation sections M.4 through M.8 and adds a 211-question Q&A appendix; offerors must acknowledge receipt of the amendment and attach a signed copy to proposals or face rejection. Evaluation criteria emphasize technical solution and architecture, relevant experience on projects completed within the last five years, implementation methodology, staffing and certifications, AI strategy and governance, organizational change management and training, and price-cost proposal value.
