About this opportunity

The National Park Service Southeast Region seeks removal of eighteen pine trees affected by pine beetle infestation at Fort Frederica National Monument in St. Simons Island, Georgia, with quotations due August 10, 2026. The procurement is a Total Small Business set-aside under NAICS 561730 (Landscaping Services), with a size standard of $9.5 million.

Place of performance is Fort Frederica National Monument, 6515 Frederica Road, St. Simons Island, Georgia. The period of performance runs August 1, 2026, through July 31, 2027, with delivery required by July 31, 2027.

Technical requirements include safe removal of trees with minimal damage to park natural and cultural resources, complete debris disposal outside monument boundaries per Georgia Forestry Commission and Environmental Protection Division regulations, and compliance with ANSI Z133.1-2000 safety standards and OSHA regulations (29 CFR 1910.269, 1910.331). Certified Line Clearance Tree Trimmers are required for work around power lines. The contractor is encouraged to hold a hazardous tree service license or employ a certified arborist. All equipment must meet federal, OSHA, state, and local safety requirements. Work hours are Monday through Friday, 7:00 a.m. to 4:30 p.m., excluding federal holidays. Ground protection within the historic townsite requires turf tires on equipment operating in maintained turf areas, with operations minimizing ground disturbance. Landscape debris dumpsters are prohibited within the historic townsite. The contractor must maintain liability insurance of $50,000 per person, $100,000 per occurrence, and $100,000 property damage. Service Contract Labor Standards apply with prevailing wage rates per DOL Wage Determination 2015-4477 Revision 34.

Questions were due July 24, 2026. A mandatory site visit was held July 22, 2026; a secondary site visit was held August 3, 2026, at 10:00 a.m. EST. Evaluation weighs price proposal, ability to provide services, completion time, and past performance equally. Award is Firm-Fixed Price to the responsible offeror providing best value with no active SAM.gov exclusions. Offerors must acknowledge receipt of Amendments 0001 and 0002.
