About this opportunity
The Indian Health Service (IHS), under the Department of Health and Human Services, issued a Notice of Intent to award a sole source contract to Data Innovations, LLC for service and maintenance of middleware software at Red Lake Hospital in Red Lake, Minnesota. Posted on March 12, 2026, this special notice announces the government's intention to procure ongoing support services for the Data Innovations middleware system, which facilitates critical communication between laboratory instrumentation and the RPMS electronic health record system. The contracting action is classified under NAICS code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting and Related Services) and is designated as a Total Small Business set-aside. The sole source justification is based on the proprietary nature of the software and the absence of alternative vendors capable of providing equivalent services. Interested parties should direct inquiries to Purchasing Agent Winona Kitto at winona.kitto@ihs.gov.
The primary objective of this procurement is to secure continued support and maintenance services valued at $6,949.80, including 24/7 emergency support access, non-emergency support from 9:00 AM to 8:00 PM, assistance with new instrument integrations, staff training, and hardware upgrade guidance. The deadline for responses is March 19, 2026, though this notice of intent is not a formal request for competitive quotes. While the government intends to award to Data Innovations on a sole source basis under FAR 13.501(a), interested contractors may submit evidence of capability or present clear and convincing arguments demonstrating why competition would be advantageous to the government. Any submission must include detailed technical capabilities and documentation of ability to meet the government's needs. The procurement emphasizes that system unavailability would necessitate manual data entry procedures, creating patient safety risks and operational cost increases at the Red Lake Service Unit.
