About this opportunity

The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center is seeking to procure specialized positioning and navigation equipment for developing field test ranges to characterize alternative positioning, navigation, and timing technologies. Specifically, the solicitation requests two Septentrio PolaRx5TR GNSS receivers and two corresponding multi-frequency choke ring antennas, which will support GPS, GLONASS, GALILEO, BEIDOU, and L-Band tracking. This is a combined synopsis/solicitation for commercial items issued as a Request for Quotation (RFQ) under FAR Parts 12 and 13, with a submission deadline of February 20, 2025, at 4:00 PM Eastern Time. Offerors must be registered in the System for Award Management (SAM) and provide a firm fixed price quote for the specified line items. The government intends to award a single purchase order based on the received quotes, with evaluation likely focusing on technical compliance, pricing, and ability to meet the precise technical specifications outlined in the solicitation documents.

The procurement is not set aside for small businesses, though the NAICS code 335999 has a small business size standard of 600 employees. The total procurement includes two Septentrio PolaRx5TR units, two choke ring antennas, and associated freight, to be delivered to 220 Binney Street in Cambridge, Massachusetts. Delivery is expected within two weeks of award, with a place of performance located in Massachusetts. While specific award value is not explicitly stated, the procurement appears to be for specialized scientific equipment critical to the Volpe Center's mission of developing complementary positioning technologies to the Global Positioning System. The solicitation emphasizes the unique technical requirements of the Septentrio equipment, particularly its ability to provide extremely precise timing and positioning measurements, which justifies the brand-specific procurement approach. Contractors must comply with various federal acquisition regulations and implement statutory requirements related to labor standards, employment practices, and executive orders.
