About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair/modification services for Electronic Support Measures (ESM) sensor assemblies under National Stock Number 7H-2990-016110637-VN. This pre-solicitation notice indicates the government intends to negotiate with only one source under FAR 6.302-1 authority, as they do not own the technical data rights needed to competitively procure these specialized engine accessories. The government has determined it would be uneconomical to purchase the data rights or reverse engineer the components. All interested firms must include their CAGE code on solicitation requests, and the notice was posted on July 11, 2025, with responses due by August 11, 2025. Any proposals received within 45 days of publication will be considered, though the government retains sole discretion in determining whether to conduct competitive procurement.

This procurement does not utilize any set-aside designations and will cover a quantity of 3 units with FOB origin delivery terms. No incumbent contractors or potential award values are specified in the notice. The procurement is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if applicable DFARS clauses are included in the final solicitation. The government has conducted market research and determined that FAR Part 12 commercial item acquisition policies will not be applied to this procurement, though interested parties may identify commercial item capabilities within 15 days of the notice. Technical documentation and specifications are available through the DoD Single Stock Point at Document Automation and Production Service in Philadelphia, with most documents accessible via ASSIST-Online at http://quicksearch.dla.mil/.
