SENIOR PROGRAM OFFICERS

The U.S. Department of the Treasury is seeking detail-oriented administrative and program support staff to serve as Senior Program Officers for its Washington, DC-based technical assistance program. The persons selected will be hired under personal services contracts. The Office of Technical Assistance provides overseas technical assistance to over 50 countries in five functional areas: economic crimes, government debt issuance and management, budget and financial accountability, banking and financial services, and revenue policy and revenue administration. OTA carries out its technical assistance projects in developing and transitional countries through both resident and intermittent advisors. The Senior Program Officer is a headquarters staff position that supports OTA’s broad range of international technical assistance projects.

SCOPE OF POSITION

Senior Program Officers provide a comprehensive slate of contracting, budgeting, travel, administrative and logistical support for multiple overseas projects.  Additionally, they perform analytical studies and operational program resource work, conduct and coordinate special projects, provide training and support to OTA’s Program Officers, and provide management with a variety of support functions. The position is located in Washington, DC.  Some international travel may be expected.

REQUIRED QUALIFICATIONS

The ideal candidate will have a degree in public administration, international affairs, or other relevant subject matter and at least five years of related work experience.  Ideal candidates will display knowledge of governmental budgeting and financial management; knowledge of and experience with the development of program objectives, work plans and budgets; skill in working with decision makers; ability to exercise judgment in all phases of analysis; skill in collaborating as part of a team; ability to train and support staff; ability to work effectively under the pressure of tight timeframes and deadlines; and understanding and knowledge of travel and logistics support requirements for international assistance projects. This position also requires excellent written and oral communication skills, as well as facility with word processing, spreadsheets, and experience with financial management information systems. Foreign language ability is a plus.

U.S. citizenship is required.

 

SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $41.37 to $63.95 per hour.

Background checks and Security Clearance:  Secret

Candidates will need to be eligible to obtain and maintain appropriate level of security clearance.

Successful applicants must be able to obtain State Department medical clearance for worldwide travel.
