About this opportunity
The Millennium Challenge Corporation (MCC) has issued a Special Notice on behalf of the Government of Senegal (GoS) soliciting consultant firms for strategic support services related to FIDIC contract management, claims handling, skills transfer, and compact closure activities. This Request for Offers (RFO) represents a significant opportunity under the MCC's Compact program, which represents a substantial financial commitment to Senegal's development. The notice was posted on April 23, 2026, with a submission deadline of May 4, 2026. This opportunity is part of a broader initiative funded through the MCC Grant mechanism and complements a General Procurement Notice published on March 31, 2026. The engagement falls under the Management, Scientific, and Technical Consulting Services category (NAICS 5416).
The MCC Compact in Senegal comprises a USD 600 million initiative combining USD 550 million in MCC funding with USD 50 million from the Government of Senegal, focused on three major power sector projects: modernizing and strengthening Senelec's transmission network, increasing electricity access in rural and peri-urban areas, and developing the power sector's enabling environment and capacity. Eligible consultant firms must meet requirements specified in the RFO and can partner with other consultants to enhance their implementation capacity, subject to restrictions outlined in the solicitation documents. The selection process will utilize a Quality and Cost-Based (QCB) evaluation methodology to identify the winning consultant. Interested firms are directed to review the Terms of Reference and other documentation available through the MCA-Senegal II website at www.mcasenegal.sn for complete specifications and submission requirements. All qualified entities are eligible to participate in this open competition, provided they demonstrate the requisite expertise and resources for successful contract performance.
