About this opportunity
The Defense Logistics Agency (DLA) Troop Support Construction and Equipment is conducting market research for a potential long-term contract to procure a specific military footlocker with National Stock Number 8145-01-516-5386. The footlocker is a medium-density rotationally molded polyethylene green container measuring 33.28 x 17.53 x 16.67 inches, featuring black steel latches, hinges, carry handles, edge casters, and a locking hasp. Prospective manufacturers are required to provide detailed information about their capabilities, including F.O.B. origin and destination pricing, estimated delivery lead times, manufacturing sources, subcontractor details, quality control processes, and country of origin for materials. The agency is specifically seeking responses by February 25, 2025, with potential vendors submitting their information to christopher.viola@dla.mil and ronen.elyasiani@dla.mil. This is a request for information only, and the government is not obligated to purchase materials as a result of this market research inquiry.
The contract opportunity does not currently have a set-aside designation, which is still under determination by the agency. The potential contract would be structured as a 5-year agreement with delivery locations in Tracy, California and New Cumberland, Pennsylvania. Vendors must confirm compliance with DFARS 252.225-7012 (Berry Amendment) and provide comprehensive details about their manufacturing processes. While no specific award value is mentioned, the solicitation suggests the government is seeking multiple manufacturing sources for this specialized shipping and storage container. The target NAICS category is Other Metal Container Manufacturing (332439), and the procurement will be eventually synopsized on FEDBIZOPPS or DIBBs websites. Manufacturers interested in this opportunity should be prepared to provide extensive documentation about their production capabilities, supply chain, and ability to meet military specifications for this specialized container.
