About this opportunity

The Centers for Medicare and Medicaid Services, specifically the Center for Clinical Standards and Quality (CCSQ), is seeking contractor support for Security, Innovation, and IT Operations (SIO) services to modernize their healthcare technology infrastructure. The procurement focuses on addressing fragmented architectural design, limited interoperability, and inconsistent adoption of modern data standards through services including architectural leadership for FHIR and healthcare data interoperability, AI integration, Release Train Engineering support, security operations, independent architecture analysis, technology scanning, stakeholder communication, RPA development, and strategic intake and budget visibility tools. This Request for Information requires vendors to respond to 10 detailed questions about their experience in FHIR-based solutions, SAFe agile value streams, technical release coordination, strategy development, acquisition modernization, federal FISMA security, and system integration. Vendors must demonstrate expertise in complex IT environments, particularly within federal healthcare technology frameworks and regulatory compliance. The RFI response deadline is August 1, 2025, with submissions required through a Microsoft Forms link.

This procurement does not utilize any set-aside designations and is classified under NAICS code 541512 for Computer Systems Design Services. No current contractors or incumbents are identified in the available documentation, and no specific award values, budget ranges, or contract quantities are disclosed in this pre-solicitation phase. The document emphasizes that the selected contractor will be ineligible to bid on other CCSQ work during the performance period to preserve objectivity. The initiative is part of CMS's broader effort to optimize and reduce IT service costs through a comprehensive review of all contracts with embedded IT components. The procurement supports CCSQ's mission-critical systems that manage clinical quality reporting, certification processes, and regulatory oversight for millions of beneficiaries.

Notice text

The Center for Clinical Standards and Quality (CCSQ) plays a critical role in ensuring the quality and safety of care delivered to millions of beneficiaries. CCSQ relies on an interconnected set of systems and services to manage clinical quality reporting, certification processes, and regulatory oversight. As the healthcare ecosystem shifts toward greater interoperability and real-time data exchange, CCSQ’s mission increasingly depends on modern, efficient, secure, and standards-based technical infrastructure, that leverages, where appropriate, the use if AI and promotes an interoperability framework by introducing and expanding the use of FHIR-based APIs. In an effort to optimize and reduce the cost of IT services, CMS/CCSQ is proactively reviewing all contracts for embedded IT components. This initiative will include a comprehensive scan of current contracts (led by CMS), identification and management of corrective actions, targeted communications, process refinement, and an educational campaign to prevent future occurrences. CMS anticipates needing architectural, security, and project management support as part of this effort.
