About this opportunity

The U.S. Environmental Protection Agency's Cincinnati Procurement Operations Division is seeking to procure an 8'x8' security guard booth for the Hopson Gate Entrance at its Research Triangle Park, North Carolina campus. The booth must feature single unit welded steel construction with a 3" roof overhang and 6" fascia on all sides, roof-mounted 120V/13,500 BTU air conditioning, 120V/1,500 watt wall-mounted heating, a swing door, tempered glass windows, and 360-degree security visibility. The EPA intends to award this as a sole source contract to Rizon Manufacturing, Inc., citing the company's unique ability to meet the specific technical specifications and the critical 14-day delivery requirement necessary to restore essential security measures at the facility. The procurement will utilize simplified acquisition procedures under FAR 13.106-1(b)(1), though responsible sources may submit capability statements or proposals. The pre-solicitation notice was posted on October 27, 2025, with a due date of November 6, 2025, allowing potential competitors approximately ten days to submit alternative proposals if they believe they can meet the stated requirements.

This procurement has no set-aside designation and is classified under NAICS code 332311 (Prefabricated Metal Building and Component Manufacturing) with a small business size standard of 750 employees. Rizon Manufacturing, Inc. is identified as the incumbent and sole source, though the EPA has opened the opportunity for other responsible sources to demonstrate comparable capabilities. No specific dollar value or budget range is disclosed in the pre-solicitation notice. The critical timeline for this acquisition centers on the 14-day delivery requirement following contract award, which the EPA has identified as essential for maintaining security operations and employee safety at the facility. The modular construction of the booth will serve as a hub for daily security operations, with the EPA emphasizing that timely procurement and installation are mission-critical to preserving the integrity of facility security protocols.
