About this opportunity
The Department of the Army Materiel Command, through the Army Contracting Command at Aberdeen Proving Ground, is seeking innovative commercial solutions to modernize the Secure Unclassified Network (SUNet), a government-owned digital environment that enables the Department of War and mission partners to develop and experiment with Artificial Intelligence and Machine Learning tools off the Department of Defense Information Network. Vendors must demonstrate the ability to deliver a prototype featuring seven types of segmented virtual enclaves with hybrid on-premises and cloud infrastructure capabilities, Zero Trust Architecture compliance, NIST SP 800-53 Revision 5 compliance, and comprehensive data management, governance, and development tools supporting both CAC and non-CAC users. The government will evaluate submissions based on feasibility, viability, desirability, technical merit, schedule, and price. Solution Briefs are due Thursday, March 5, 2026, at 12:00 PM ET and must not exceed seven written pages plus title page and company information. A virtual Question and Answer session is scheduled for approximately February 12, 2026, with vendors required to submit company name and CAGE code by February 10, 2026, at 2:00 PM ET to usarmy.adelphi.devcom-arl.list.nextgen-sunet@army.mil for SECRET facility clearance validation.
This solicitation carries no set-aside designation and is associated with Army Open Solicitation W9128Z-25-S-A002. Gate criteria require vendors to possess SECRET facility clearance with TS/SCI eligibility and provide a projected milestone plan demonstrating prototype completion within six months of contract award and full production system capability within an additional six months. Vendors must also provide one to three references demonstrating similar project experience with at least one federal government reference. The Rough Order of Magnitude pricing estimate should cover 20,000 annual users over three years, with separate line-item pricing for prototype and follow-on production phases. Successful prototype Other Transaction agreements may result in follow-on production contracts awarded without further competitive procedures, potentially representing significantly larger contract values than the prototype effort itself. The work will be performed at Adelphi, Maryland.

Secure Unclassified Network (SUNet) Modernization - Call for Solutions
The Department of War (DoW) requires the next generation of its Secure Unclassified Network (SUNet) system. SUNet is a government owned, secure, unclassified digital environment that enables DoW and mission partners to rapidly experiment with new software and develop Artificial Intelligence and Machine Learning (AI/ML) tools off the Department of Defense Information Network (DoDIN)-- without sacrificing cybersecurity. SUNet acts as a digital sandbox and provides logically segmented areas of compute and storage resources for DoW and mission partners to collaborate, label data, rapidly onboard, experiment with, develop, and validate emerging AI/ML tools. CDAO is seeking innovative and modernized approaches to the challenge areas listed within this Call for Solutions. The overall objective is to iteratively develop and demonstrate a next generation SUNet that is optimized for rapid experimentation, development, testing, and validation of AI/ML tools, as well as data labeling, off the DoDIN. See specific requirements within the Call for Solutions, Attachment 1.
With this Call for Solutions, the Government is seeking proven, innovative commercial solutions to support the rapid fielding of the modernized SUNet prototype.
This Call for Solutions is associated with the Army Open Solicitation (AOS), W9128Z-25-S-A002.
