About this opportunity
The Department of the Navy Naval Supply Systems Command has issued a Special Notice regarding a sole-source procurement for cybersecurity training services through the Office of Naval Intelligence (ONI). The notice announces the intent to award a one-year firm fixed-price contract to Secure Ninja for tailored cybersecurity training for ONI's civilian and military workforce. The procurement is being conducted under the authority of FAR 13.106-3 and FAR 6.302-1(b)(ii), which allows for a non-competitive acquisition when only one source can meet the agency's unique requirements. The contract period will run from May 7, 2025, through May 6, 2026, and is specifically focused on providing comprehensive cybersecurity training that meets the specialized needs of ONI personnel. This special notice is being published for informational purposes and is not a competitive solicitation.
The primary objective of this procurement is to provide cybersecurity training vouchers that enable ONI personnel to gain mandatory qualifications necessary for operating critical information systems. Contractors should note that this is a total small business set-aside opportunity, with SecureNinja being the sole identified source capable of delivering the required training across multiple global time zones. The training must comply with SECNAV M-5239.2, the Cyberspace Information Technology and Cybersecurity Workforce Management and Qualification Manual. Eligibility is limited, as the government has determined through market research that SecureNinja is the only vendor offering courses covering all required cybersecurity workforce qualifications. The procurement is valued under $150,000 and will be processed through a GSA eBuy request for quote, with the contracting officer determining fair and reasonable pricing. Interested parties with questions are directed to contact Doris Coleman at doris.m.coleman6.civ@us.navy.mil, though the notice emphasizes that this is not a competitive solicitation.
