Pre-Solicitation Notice:
The Mission and Installation Contracting Command (MICC) Dugway Proving Ground will issue a SOCLICITATION for a Request for Quote (RFQ) firm-fixed-price contract to fabricate a Secondary Containment System (SCS) that will ensure liquid, aerosol, and vapor containment testing for Dugway Proving Grounds, Utah. This acquisition is open for full open competition under NAICS 332311 (Size Standard 500 Employees).
This purpose of this effort is to fabricate a Secondary Containment System (SCS) that will ensure liquid, aerosol, and vapor containment during testing. The system will consist of both a mobile secondary containment module/chamber, and a support module (SM). When used as a system to perform testing, the secondary containment module (SCM) will be attached to the SM. The SM is an engineering controlled support module containing an ingress/egress personnel shower station and a Personal Protective Equipment (PPE) donning/doffing station during testing. Both the SCM and SM will be housed within the Multi-Purpose Chamber (MPC) of the Bushnell Materiel Test Facility (BMTF) at West Desert Test Center (WDTC) during testing. The SCM will be detachable and transportable during non-testing phases, but will maintain engineering controls and continue to encapsulate the primary test fixture/containment device, regardless of whether the SCM is in or out if the MPC. The system will be installed at the WDTC at Dugway Proving Ground, Utah.
The solicitation will be issued on or about June 12, 2013, under Solicitation No. W911S6-13-R-0010 on the Federal Business Opportunity website (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation will be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
