About this opportunity

The Administrative Office of the U.S. Courts is seeking Blanket Purchase Agreements for Second Chance Act goods and services to support federal defendants and persons under supervision. The procurement will cover a broad range of services including cognitive behavioral therapy, child-care, non-emergency medical services, computer hardware/software, identification assistance, job training, transportation, and transitional housing. Services will be procured using NAICS code 624229 for Community Housing Services, with potential solicitations spanning districts across the United States and its territories, including Alaska, Hawaii, Puerto Rico, and Guam. While specific evaluation criteria are not detailed in the pre-solicitation notice, interested vendors are advised to contact the Chief Probation or Pretrial Services Officer in their respective district to be placed on the mailing list for potential solicitations. The current pre-solicitation notice indicates that procurement typically occurs during summer months, but may happen at any time throughout the year, with a posted date of May 2, 2025 and a due date of May 15, 2026.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. Potential contract performance locations include all U.S. districts and territories, suggesting a comprehensive national approach to service delivery. While exact award values are not specified, the broad range of services and geographical coverage implies a potentially significant procurement effort. The solicitation will use Blanket Purchase Agreements, which suggests flexibility in service procurement based on specific district needs. Vendors interested in participating should carefully review future detailed solicitations, which will identify precise service requirements and specific procurement details for each district. The procurement approach allows for a dynamic and responsive method of obtaining critical rehabilitation and support services for federal defendants across multiple jurisdictions.
