About this opportunity

The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office (AGO) and Pacific Marine Environmental Laboratory (PMEL) have issued a Special Notice announcing their intent to negotiate a sole source contract with SeaTrac Systems, Inc. from Marblehead, MA. The contract pertains to a 10-day Unmanned Surface Vessel (USV) demonstration to be conducted off the California coast. NOAA has determined that SeaTrac Systems, Inc. is the only vendor capable of manufacturing and distributing the specific USV previously purchased and modified for Surface Water Ocean Topography (SWOT) with Global Navigation Satellite System (GNSS) capabilities. The Special Notice was posted on February 7, 2025, with a response deadline of February 24, 2025. The procurement will be conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) authority.

The primary objective of this Special Notice is to demonstrate a specialized USV for marine research purposes, with delivery expected within 90 days of contract award. While this is a sole source procurement, NOAA will consider alternative proposals from firms that can demonstrate they can fully meet the government's requirements. Interested contractors must submit substantiating documentation in writing within 15 days of the notice's publication, with the understanding that the government retains sole discretion in determining whether to proceed competitively. Oral communications are explicitly not acceptable in response to this notice. The contract falls under NAICS Category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and PSC Category 1925 for Special Service Vessels. Potential contractors should carefully review the notice's requirements and be prepared to provide comprehensive documentation if they believe they can meet NOAA's specific technical and operational needs.
