This is an UNRESTRICTED solicitation (Other Than Full and Open Competition) and will be solicited per FAR part 15; DAG 5.207(d)(2)(iv). This is not set-aside for small business. The Government will place orders under this contract for DLA Stock Support only.
The total duration (base plus option years) shall not exceed 3 years. Long-Term Contract, fixed price Indefinite Quantity Contract (IQC), with a three-year base period and no options for a total of three-year Long-Term Contract.
While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and socioeconomic as described in the solicitation. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979.
FOB and Inspection/Acceptance points as required per the solicitation. Increments and delivery schedule will be noted on the RFP. FOB Origin is required. Inspection/Acceptance requirements will be noted on the RFP.
The solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp on or about 3/6/2024; This acquisition is for supplies for which the Government does not possess complete unrestrictive technical data; therefore, the Government intends to solicit and contract for only approved sources under the authority of 10 USC 3204(a)(1). Hard copies of the solicitation are not available. All responsible sources may submit an offer/quote, which shall be considered.
Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item with 15 days of this notice. Users not having access to the Internet may contact the DODSSP, Bldg. 4/D, 700 Robbins Avenue, Philadelphia, PA 19111-5094. Patterns, Drawings, Deviations Lists, Purchase Description, etc., are not stocked at the DODSSP.
All proposals shall be in the English language and in US dollars. All interested suppliers may submit a proposal by electronic commerce (e-mail).
